Winchester, last seen wearing a dark-colored hooded jacket, blue Dickies brand pants, and carrying a skateboard, was reported to frequently visit the Kapa‘a skate park and the Wailua area, according to details shared by the Kaua'i Police Department.
Local law enforcement was intensely focused on locating Winchester. They exerted every possible effort to cover the areas the teenager was known to frequent.
