Roy's input is expected to be an asset as the IBTTA steers towards a fresh five-year strategic blueprint.

Expressing his enthusiasm over the new role, Roy said, "As IBTTA embarks on a new five-year strategic plan, my expertise and experience in financial management – strengthening the financial positions of both NCTA and NCDOT through budget and risk management, debt refunding and restructuring and alternative financing approaches such as TIFIA and public-private partnerships – will add meaningful value to the IBTTA Board at this pivotal time in the industry." His commitment to financial sustainability and continued innovation is aimed not just at the global level with IBTTA, but locally with NCTA as well, evidenced in his leadership roles across various committees and boards, as detailed in NCTA’s press release.

Back in North Carolina, the NCTA remains focused on its mission to match the state's transportation needs, having pioneered the Triangle Expressway, the first fully electronic toll road in the US.
