Oklahoma may be moving closer to legalizing sports betting following an interim study led by Sen. Bill Coleman, chair of the Senate Business and Insurance Committee. This marks the state’s first formal review of the issue, as most neighboring states—except Texas—have already legalized sports wagering, as per Oklahoma Senate release.

According to Coleman, many Oklahomans currently place bets through illegal or out-of-state platforms, resulting in lost tax revenue. He noted that other states average about a 16% tax rate on sports betting. Sports Betting Alliance Chief Operating Officer Frank Sizemore estimated that illegal betting in Oklahoma amounts to roughly $150 million annually, suggesting that legalization could help reduce unregulated gambling.

During the study, Oklahoma Indian Gaming Association Chairman Matthew Morgan emphasized that any proposal must respect state-tribal gaming compacts. Discussions also addressed mobile betting options and potential revenue-sharing agreements. The Oklahoma City Thunder voiced support for legalization, citing the potential for greater fan engagement and additional revenue.

Sen. Coleman reaffirmed that Oklahoma’s tribes retain exclusive gaming rights in the state. Related legislative proposals—including Coleman’s Senate Bill 585 and House Bills 1047 and 1101 by Rep. Ken Luttrell—are expected to be considered in the upcoming legislative session beginning in February.
