Protesters gathered near an Immigration and Customs Enforcement (ICE) facility yesterday evening, drawing response from both demonstrators and law enforcement. The Portland Police Bureau (PPB), which has stated that its role is to maintain public safety and enforce state laws without engaging in immigration enforcement, was on scene to monitor the event. The PPB has a directive, namely 810.10, which formally dictates their engagement with immigration matters.
During the protest, the bureau deployed Dialogue Liaison Officers (DLOs) to act as intermediaries between the police and the protesters. These officers, distinguished by their white uniform shirts, do not partake in enforcement but rather serve to facilitate communication. The effort to manage the crowd also included an Incident Command Team, Air Support Unit, and the PPB Sound Truck used to broadcast messages to the demonstrators.
The police observed protesters extending to obstruct local traffic around 8:15 p.m., causing potential safety issues as drivers were forced to navigate around them or halt completely. DLOs requested that people move to the sidewalk, amplified by announcements from the PPB Sound Truck, resulting in most individuals complying. However, two men—Thomas Wayne Allen and Cortez Carl Williams—were arrested after they repeatedly refused to move and exhibited aggressive behavior. According to the Portland Police, "Both were booked into the Multnomah County Detention Center on charges of Disorderly Conduct in the Second Degree." Allen was additionally found with a can of chemical spray and a collapsible metal coil baton.
The incident didn't escalate into greater conflict largely due to the police's targeted arrests and constant announcements. PPB was prepared to quickly quell any outbreaks of physical altercations. In a larger frame, the bureau's approach aims to support constitutionally protected activity while also addressing acts deemed criminal. They emphasize that a lack of immediate arrests does not preclude charges being filed post-hoc, as noted in the update posted by the PPB regarding the protest's management and outcomes.
The PPB pledges to continue monitoring protest activities closely, providing updates and following up on any criminal activity. The Multnomah County District Attorney will review cases when viable.
