The suspects then fled with the vehicle, leaving the victim unharmed but surely shaken. Within a short span, officers were canvassing the area with a description of the hijacked moped and were able to track the suspects down in the Navy Yard, where one of them, a 14-year-old boy from Southeast D.C., was arrested and charged with armed carjacking involving a gun.
