The City of Casa Grande is set to implement new wastewater fees specifically targeting delinquent customers as a consequence of their non-payment issues. In collaboration with Arizona Water Company (AWC), the city will introduce additional charges that pass on the costs AWC incurs when disconnecting or reconnecting water services due to these late payments.

Under the new amendment, Casa Grande residents who are behind on their wastewater bills can expect to face disconnection charges of up to $100 and an additional $50 for after-hours reconnections, as detailed in a recent report by the city. These proposed fees are intended to prevent punctual customers from shouldering a financial burden caused by the enforcement actions needed to manage delinquent accounts. The amendment follows an agreement made in October 2025 that allows the City to act upon delinquency after providing notice and the chance to arrange a payment plan.

The amendment's fiscal aim is to be a revenue-neutral measure, designed strictly to cover direct costs from the disconnection and reconnection services in circumstances of non-payment. For example, if AWC disconnects 30 customers at $100 each and reconnects 10 customers after hours for $50 each, the city's total expenditure, and provided they recover all the fees, the inflow would balance out to $3,500, thus not impacting the city's General Fund or the Wastewater Enterprise Fund, according to the city's analysis.

Casa Grande residents will have an opportunity to voice their concerns or support for the proposed changes during a public hearing on December 15, 2025. The notice of intent for the fee adjustment has already been published, fulfilling legal compliance as per A.R.S. § 9-511.01. In anticipation of the public hearing, the city has published the notice on its official website and in the local newspaper to ensure adequate community awareness of the impending fee schedule adjustments.
