A nearly decade-old homicide in southwest Houston may finally see a courtroom. Police say they’ve arrested Keven Xavier Rios, 26, in the 2016 shooting death of 73-year-old James Fleming Bowman at 9400 Concourse Drive—an arrest that gives long-waiting neighbors and Bowman’s family a measure of what they’ve been seeking: movement, as reported by the City of Houston.
HPD: Arrest and Charges
According to the City of Houston Newsroom, HPD Homicide Division detectives identified Rios as the suspect, and members of the U.S. Marshals Gulf Coast Violent Offenders Task Force arrested him on Nov. 13 in Freeport. He was booked into the Harris County jail and charged with capital murder in the 487th Criminal District Court.
Case Background
Bowman was found shot inside his vehicle in the 9400 block of Concourse Drive in October 2016. Witnesses reported hearing gunfire and seeing people run from the area, and investigators described evidence that suggested a possible struggle for Bowman’s keys.
