
Geneva police are asking women who think they may have been secretly recorded to come forward, after detectives say they uncovered more than 400 unauthorized "upskirt" videos on the phone of a St. Charles man. Investigators arrested 29-year-old Jascent M. Harvey on Oct. 3 following an alleged recording inside a Geneva shop, and say the files appear to stretch back to 2017. According to police, the material was allegedly captured in shops, libraries and government buildings across the western suburbs.
Complaint At Downtown Boutique Sparked Probe
Officials say the case traces back to an Aug. 20 incident at the Little Red Barn Door boutique in downtown Geneva, when a store employee reported feeling uncomfortable and police say Harvey placed his phone under her dress, according to Daily Herald. He was arrested Oct. 3 and made his first court appearance Oct. 4, and local reporting says he is free on pretrial release and due back in court Dec. 17, per ABC7 Chicago.
Phone Search Turned Up Hundreds Of Files
Geneva detectives obtained a judicial warrant to forensically search Harvey’s phone and say that review turned up more than 400 unauthorized videos and images taken between 2017 and 2025. "That’s where these investigations really start, is the courage of a victim to come forward," Deputy Chief Matt Dean said, describing how the initial report set off weeks of digital forensics, as reported by WGN. Police told reporters the files depict female victims and that detectives are now working with prosecutors to try to identify the people shown in the recordings.
Recordings Allegedly Spanned Multiple Towns
Investigators say the material appears to have been collected at retail stores, banks and office buildings in Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles and Wheaton. They also report recordings at public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore and Wheaton, along with alleged videos made inside government buildings in DeKalb, Elgin and Aurora, according to CBS Chicago. Authorities say they still do not know how many distinct victims are depicted.
Charges And Illinois Law
Harvey has been charged with one count of burglary and one count of unauthorized video recording of intimate parts, according to local reports. Illinois law makes it unlawful to record or transmit video of another person's intimate parts without consent, with penalties that can vary depending on location and method. The statute is outlined at FindLaw (720 ILCS 5/26-4). Local reporting indicates the case is proceeding in Kane County and that Harvey's next court date is Dec. 17.
What Police Are Asking Potential Victims To Do
Geneva police are asking anyone who remembers interacting with Harvey and believes they may be a victim to email [email protected] so detectives can identify victims and coordinate with prosecutors, according to CBS Chicago. Authorities say they are working with neighboring jurisdictions as the investigation continues, and urged anyone with information to contact Geneva Police or the Kane County state's attorney's office.
