
Texas Governor Greg Abbott has appointed Cliff Todd as president of the Sabine River Authority Board of Directors and reappointed three other members. The Sabine River Authority manages water conservation and resources along the Sabine River and its tributaries, according to the Office of the Texas Governor.
Cliff Todd of Long Branch will serve as board president, bringing experience in agriculture and petroleum engineering. He holds a Bachelor of Science in Agriculture from Stephen F. Austin State University and manages agricultural operations while serving as an executive at Topcat Companies. Todd is also active in his community, participating in Panola County Emergency Services and serving as a deacon at Central Baptist Church of Carthage.
As per the official announcement, Governor Abbott’s reappointments include Richard “Blair” Abney, owner of Abney Valuation Group, who has a background in business administration and accounting from Baylor University. Abney serves on the Appraisal Institute’s National Government Relations Committee, the CASA Tri-County Board, and the Pelz Family Foundation. Joshua A. “Josh” McAdams, a Texas A&M University graduate and energy-sector executive, was also reappointed. McAdams is president of the Shelby County Children’s Advocacy Center and serves on the Houston Livestock Show and Rodeo committee.
The appointments also include Kevin M. Williams of Orange, owner of Cypress Bayou Industrial. Williams holds a Bachelor of Science in Economics from Texas A&M University and is active in local finance and construction, serving on the board of First Financial Bank and engaging with builders and contractors. His community involvement includes Faith United Methodist Church and Krewe De Bon Amis.
