The Oakland Police Department confirmed that an "outside law enforcement agency" had attempted to make contact with the vehicle involved in their case, resulting in the collision. Carroll Fife, a council member who was alerted to the situation, immediately went to earnestly offer her assistance and express solidarity with those impacted at the scene. She later joined a protest against the ICE presence in Oakland, as reported by The Oaklandside.

The Department of Homeland Security (DHS) clarified details about the operation on Thursday. They stated the target of the pursuit was Gonzalo Ramirez Martez, an undocumented immigrant with a criminal history, who failed to pull over his vehicle. A spokesperson from DHS contended, "The criminal illegal alien turned on the street where the school was located while driving at an extremely high rate of speed – endangering children, other drivers, and the public." They denied that ICE agents had targeted the elementary school or had gone onto school property, as per KTVU.

A local resident, identified only as Rodriguez, recounted a chilling encounter with federal agents to KTVU, claiming he was confronted at gunpoint. "When I was parking outside, I see a guy pointing in front of me saying, 'Get out the car.' I was feeling hella fear," Rodriguez said. He described how he chose to escape, resulting in a crash of his car. The ICE operation also led to Hoover Elementary and Harriet Tubman CDC implementing a secure school protocol to ensure the safety of the students, as communicated through OUSD’s email alerts to parents.
