
Illinois residents might see a bit of relief on their gas bills after the Illinois Commerce Commission (ICC) decided to trim back Ameren Illinois' rate increase plans. The ICC cut a substantial $55.8 million from Ameren's proposed $128.8 million rate hike for natural gas delivery services. The company's request to bump its return on equity (ROE) up to 10.70 percent was also pared down, locking in a 9.60 percent ROE, as reported by Illinois.gov.
The decision came after an 11-month legal proceeding, where the ICC thoroughly vetted Ameren's financials and proposals, alongside input from consumer advocates, Commission staff, and various interveners. The process aims to ensure only needed funds are recovered by utilities so they can continue to safely provide service without overcharging ratepayers. According to ICC Chairman Doug Scott, "The ICC's responsibility is to balance the interests of Illinois' utilities and their consumers," confirming that to trim any frivolous costs was the goal of their recent directive.
Particulars of the ruling showed Ameren will have to slow down its proposed transmission investments. The ICC found the utility's plans were too aggressive and too focused on replacements that might not be necessary.
