The Liberty Police Department has fired Lt. Ramiro Lozano after an internal investigation revealed he had unauthorized contact with Domingo Quintana, who was in custody on an unrelated charge. Lozano was initially suspended in October following reports that he visited Quintana in jail without approval.
The case attracted attention because Quintana was connected to a serious family incident involving his children, even though he was charged with animal cruelty. The Liberty County Sheriff's Office confirmed, "Lozano is the one who picked Quintana up once he bonded out of jail," showing his direct involvement, according to Click2Houston.
Liberty Police Department said no criminal charges would be filed against Lozano for his "poor judgment and questionable decisions," but he was fired. The department stated, "Our organization holds every employee to a high standard of conduct, both on and off duty, and we will continue to act decisively when those standards are not met," as reported by ABC13. Lozano’s firing followed an internal investigation and the completion of his appeal process. In a separate incident, Quintana called authorities in October, reporting that his wife might have been trying to harm their children. The children and their mother were hospitalized but survived. The State of Texas has taken temporary custody of the children, who are now with relatives while their mother remains in the hospital.
