
As we inch toward the close of 2025, the Missouri Department of Commerce and Insurance (DCI) has laid out the landscape for next year's health insurance rates in the Show-Me State. Anchoring this announcement is a message of choice and resources for Missourians grappling with the complexities of health coverage. "First and foremost, Missourians need to know our state continues to have a competitive market, which means they will continue to have meaningful choices when it comes to their health coverage," said DCI Director Angela Nelson in a statement obtained by the DCI. Despite an uptick in rates, the department urges residents not to lose heart in seeking out insurance plans.
With an open enrollment window that swings open today, Missourians are being nudged to critically review and compare their options. While the state will ensure a choice with at least two carriers offering individual health insurance plans in every county, the end of 2025 is expected to see the enhanced advance premium tax credits sunset. "There is still a tremendous amount of uncertainty about whether Congress will extend the premium tax subsidies into 2026," Nelson stated on the DCI. This particular bit of heft adds to the weight Missourians must carry as they make their selections.
Another facet to be aware of is a recent announcement from the Centers for Medicare and Medicaid Services (CMS) regarding the eligibility expansion for catastrophic health plans come 2026. This change has been put forward to assist those who might fall through the cracks once the tax credits wane. According to the DCI, those finding themselves ineligible for advanced premium tax credits or cost-sharing reductions due to their projected annual income may now qualify for a hardship exemption and, subsequently, enroll in catastrophic coverage—a plan devised to protect against very serious mishaps without maintaining the higher premiums of more comprehensive plans.
