The City of Norman has marked itself as a beacon for LGBTQ+ rights and inclusivity by scoring a perfect 100 for the fifth consecutive year on the Human Rights Campaign's Municipal Equality Index. This index, a gauge for how well cities support LGBTQ+ citizens, reviewed 506 municipalities across the nation in its 14th edition, and Norman emerged as one of only 130 cities to earn top marks, reported the City of Norman.

Evaluation criteria cover multiple aspects such as non-discrimination laws, the municipality as an employer, services provided by the city, the quality of law enforcement interactions with LGBTQ+ individuals, and the city leadership's stance on equality. Among the cities rated, Norman was the best in Oklahoma. Norman, enhancing its commitment to diversity and breaking barriers, per an announcement by Mayor Stephen Tyler Holman, has previously fortified its Civil Rights Ordinance to shield residents from discrimination based on sexual orientation, gender identity, and marital status.

During LGBTQ+ History Month, Mayor Holman reflected on the city's strides towards equality, "I invite all citizens to join me in celebrating the diversity and character of our community," he urged, ensuring "all citizens the right to human dignity, justice, and the opportunity to live life fully and achieve their aspirations." according to the City of Norman's announcement.

The Human Rights Campaign, a leading advocate for LGBTQ+ rights since its inception in 1980, relentlessly works to promote fairness and equal rights; it emphasizes the importance of acceptance for all, especially focusing on those who are trans, people of color, and HIV+, across various spectrums of society, across the country, and around the world to be treated as complete and equal citizens.
