
North Carolina’s N.C. Division of Motor Vehicles (NCDMV) has launched an online system allowing eligible teen drivers to upgrade from a Level 2 Limited Provisional License to a Level 3 Full Provisional License without visiting a DMV office.
The NCDMV, as described in an NCDOT press release, outlines the process as a two-step online procedure. A parent or guardian first initiates the upgrade by entering their information and providing consent, after which the teen driver completes the process via an email notification. This option is available to drivers who have held a Level 2 license for at least six months without any moving violations.
“Parents and teen drivers no longer have to take time off work or school for a simple upgrade. It's now available at their fingertips online,” NCDMV Commissioner Paul Tine said in a press release. The online system facilitates the license upgrade process for families while supporting the NCDMV’s efforts to modernize and streamline services.
The new online upgrade option builds on a series of digital enhancements from the NCDMV, which previously launched online renewals for non-REAL ID and REAL ID driver licenses, processing over 32,000 transactions in the first four weeks. By the end of the year, online renewals for state ID cards are expected to be added, completing the rollout of services outlined in Senate Bill 245, which was signed into law by Gov. Josh Stein and has guided these upgrades, according to NCDOT.
