Elderly residents of the Villa Carmel 55+ community in north Phoenix have found themselves grappling with an unexpected financial strain after an error led to their water bills suddenly increasing from manageable amounts to hundreds of dollars over the past few months. ABC15 reported that investigation revealed the spikes were due to meter-reading and conversion mistakes by third-party companies tasked with handling such services.

Some residents observed their water consumption charged at about 15,000 to more than 20,000 gallons per month, which stands to starkly contrast with the average water usage for Phoenix homes. According to ABC15, the average Phoenix family in 2024 used near to 9,400 gallons monthly. Reports have also claimed that manufactured homes, like those at Villa Carmel, generally are expected to use even less water than single-family residences.

Residents voiced their concerns, with one declaring, “Now it’s getting out of hand where they’re charging people $200 to $300 more,” in an interview with ABC15. Villa Carmel has since assured residents that reimbursements or adjustments will be made to the affected bills. The community's statement, as obtained by ABC15, stated, "We are aware that some residents at Villa Carmel have received water bills that appear unusually high. Upon learning of this issue, we immediately conducted an internal audit." The statement further elucidates that corrective measures are already underway and appealed to residents who believe their bills are inaccurate to make contact with the on-site office.

As the community works to amend these discrepancies, the third-party utility management company, Conservice, which oversees Villa Carmel's utilities, have also committed themselves to investigate and rectify the issue promptly. "We sincerely regret the inconvenience this situation has caused for several of our residents," Villa Carmel's statement reads. With the promises of swift resolution, a relief spreads among the community, as one resident expressed to ABC15, "Everyone’s going to be happy about that as long as they’re going to do what they say they’re going to do.”

Meanwhile, information from an interview by Yahoo News adds that while the discrepancies mainly surfaced recently, at least one individual has been experiencing high bills for an extended period of up to a year. As Villa Carmel strives to provide restitution and assurance to its residents, this incident highlights the critical importance of accurate utility billing, especially for populations that are less able to absorb sudden financial impacts like the elderly.
