
In Petaluma's Washington Square shopping center, local police apprehended a man for lewd conduct and drug influence. According to the Petaluma Police Department, officers were dispatched to the scene on Wednesday, where they encountered Sean Foster, age 38, found entirely disrobed and exhibiting inappropriate behavior to unsuspecting shoppers.
Foster, a resident of Petaluma, confessed to using methamphetamine, explaining his state at the time of the arrest. Officers who performed the drug influence evaluation noted signs consistent with narcotic use and Foster's actions. It included public masturbation, which bystanders openly criticized; Foster's actions were not only a display of indecent exposure but also a violation of his post-release community supervision terms.
The arrest occurred at around 6:52 PM, and Foster now faces multiple charges: violating California Penal Code Section 314.1 for Indecent Exposure, Health and Safety Code Section 11550(a) for being under the influence of a controlled substance, and Penal Code Section 3455 for breaching community supervision regulations after release. He was subsequently booked at the Sonoma County Jail, where he awaits further processing.
