St. Louis Park residents, mark your calendars for a critical discussion concerning your community's future. The City Council has scheduled a public hearing about a significant housing development proposal for December 1. This meeting will entertain a detailed plan to fund an 82-unit multifamily rental housing project at 3120 Monterey Avenue South, aimed at enhancing local living options.
As reported by the official public hearing notice from the City of St. Louis Park, this proposal comes from Beltline Apartments Limited Partnership and involves issuing conduit revenue bonds or other obligations totaling an estimated $14.5 million. Despite the substantial amount, these obligations will not imply a financial burden on the city's property since they are payable solely from the project's revenues and not by the full faith and credit of the city.
The planned development, to be owned and operated by the Borrower, Beltline Apartments Limited Partnership, envisions utilizing the proceeds from the Bonds for various aspects. Fundamentally, the Bonds aim to cover the construction costs, reserve funds for bond payment security, interest during construction if necessary, and certain costs tied to issuing the Bonds. The City Council's decision-making following the public hearing will prove critical in moving this housing venture forward.
As a platform for public engagement, the hearing on December 1 at the City Hall, beginning at 6:15 p.m., presents a chance for citizens to voice their perspectives. Allowing for democratic participation, the council will "give all persons who appear or submit comments in writing to the City Council prior to the hearing, an opportunity to express their views with respect to the proposal," according to the public hearing notice. Interested parties are also invited to submit written comments before the hearing to the City Manager.
For residents aiming to get informed ahead of the public hearing, the City assures transparency, stating that a copy of the housing program compliant with the Housing Act will be accessible for review at City Hall during normal business hours leading up to December 1.
