
Two individuals from Colombia, Hernando Manuel De La Cruz Rivera Orjuela and Luis Enrique Linero Pinto, were extradited to the United States and appeared in a Texas court, facing charges for a significant human smuggling operation. The Department of Justice reports that these charges stem from their involvement in a conspiracy that has jeopardized the safety and lives of migrants.
Acting Assistant Attorney General Matthew R. Galeotti from the Justice Department's Criminal Division described the defendants' activities as part of a "sophisticated human smuggling operation," resulting in 42 people missing at sea. According to the press release shared, Galeotti emphasized the predatory nature of human smuggling, characterizing it as exploiting vulnerable migrants for profit. The operation reportedly involved the smuggling of migrants using a route from San Andres Island, Colombia, to Nicaragua and eventually to the United States, as alleged in the indictment.
U.S. Attorney Justin R. Simmons for the Western District of Texas vowed to continue efforts to dismantle such operations, highlighting the direct impact on transnational criminal organizations profiting from these ventures. As reported, Rivera Orjuela and Linero Pinto were arrested in Colombia in December 2024, after a request by the United States, with their extradition following extensive U.S.-Colombian law enforcement collaboration.
Alleged in the indictment are also details that Linero Pinto bribed Colombian Navy members for intelligence on naval patrols to help migrant-carrying boats evade capture, the Justice Department's release elucidated. On a tragic note, around October 21, 2023, a boat left San Andreas Island for Nicaragua with 40 aliens and two boat captains, subsequently disappearing—Linero Pinto and Rivera Orjuela reportedly organized the voyage.
The Homeland Security Investigations (HSI) led the probe, with various departments such as Customs and Border Protection and the Justice Department's Office of Overseas Prosecutorial Development, Assistance, and Training lending support. Furthermore, Joint Task Force Alpha (JTFA), the unit spearheading the crackdown on cartel-involved human smuggling and trafficking, played a crucial role in the investigation and indictment.
On the prosecutorial front, Assistant U.S. Attorneys and Trial Attorneys from different sections of the Criminal Division are handling the proceedings. This case is a segment of Operation Take Back America, targeting to protect communities and to eliminate criminal networks that include illegal immigration and violent crimes.
