
A former Harford County detective has admitted to charges that paint a dark portrait of an officer breaching the very fabric of trust they are sworn to uphold. Ryan Christopher Hall, age 50, pled guilty to sexual exploitation of two children, acts that occurred while serving as a domestic violence detective. In the grim revelation of his crimes, Hall also admitted to the possession of child sexual abuse material, as reported by CBS News Baltimore.
The guilty plea entered in federal court by the ex-detective acknowledges the abuse that transpired over a lengthy period, between May 2017 and October 2024. The investigation led to the unearthing of Hall's illicit activities, involving the installation of cameras intended for the creation of child sexual abuse material. According to CBS News Baltimore, Hall faces no less than 15 years for each count of sexual exploitation, a sentence mandated by federal law.
Further complicating the narrative of his descent from law enforcement officer to convicted criminal, separate charges are pending against Hall in Carroll County Circuit Court. FOX Baltimore adds that, beyond his federal incarceration, Hall will be subjected to a lifetime of supervised release and is required to register as a sex offender for the duration of his life.
Documentation from the Carroll County State's Attorney's Office corroborated the victims' testimonies that Hall started abusing them when they were about 10 years old. One victim recounted an instance of hearing a camera shutter, which was part of Hall's confession to planting cameras within a private bedroom and bathroom, "because I have a problem," according to the police report obtained by CBS News Baltimore. His sentencing is slated for March 3, 2026, at 2 p.m.
