Allegations of sexual assault and extortion have led to the arrest of Sean M. Dicer, a 53-year-old former teacher from the Highlands School District. Dicer is accused of assaulting two students, who at the time were ages 11 and 12. WPXI reported that the criminal complaint alleges that one of the boys was assaulted at least 10 times.
Information provided by the victims suggests that Dicer positioned himself as a father figure, with one of the assaults reportedly occurring in the summer of 2021 at Dicer's home. According to the criminal complaint obtained by TribLIVE, one boy was told he would receive "anything he wanted" after he confronted Dicer and threatened to reveal the assault.
Funding that purportedly served to silence the victims and discourage them from speaking out has been traced and confirmed. Over $6,000 since 2022 has been transferred to the first boy via Cash App, based on the proof of payments he provided to officers. This information bolsters the police's allegations of sexual extortion against Dicer.
It wasn't until a ChildLine Report was made by one of the now 16-year-old boys on Nov. 7 that Tarentum police were alerted and subsequently notified Allegheny County Police of the alleged assault. Detectives then identified and arrested Dicer, placing him in the Allegheny County Jail.
For safety reasons, bond was denied, and the accused is awaiting a preliminary hearing.
