The Los Angeles County Probation Department has finalized the relocation of all female and gender-expansive youth from Los Padrinos to a more therapeutic environment at Campus Kilpatrick in Malibu. This marks a significant step forward in the court-approved depopulation plan focusing on providing specialized care and rehabilitation for these individuals.
According to the Probation Department's announcement, the transition was carried out in phases over several weeks, ensuring the safety and stability of the youth. "Completing this transition reflects our commitment to doing this work thoughtfully and responsibly," said Guillermo Viera Rosa, Chief Probation Officer, in a statement obtained by the department's press release. The department reports that there were no issues during this relocation process, and stresses that the phased moves were critical for youth acclimation, staff readiness, and the continuity of care.
Los Angeles County Department of Youth Development Director David J. Carroll emphasized the collaborative efforts to maintain connections between youth and their families. Carroll said, "Throughout the transition, credible messengers from DYD-contracted community-based organizations, along with our Probation Department partners, were on site to support girls and gender-expansive youth and help ensure families could remain connected through transportation support." This involvement underscores the county's commitment to integrative services that extend beyond the walls of the facility.
Presently, 18 youths are settled at Campus Kilpatrick, which, a result of the depopulation plan, will henceforth function solely as a space catering to the needs of girls and gender-expansive youth. The center aims to foster a therapeutic community where individuals can receive personalized attention and trauma-informed care. As outlined by the Probation Department, services include educational programs, behavioral health support, mentorship, and life-skills development to promote healing, dignity, and growth among residents.
To maintain an open dialogue with impacted communities, the Probation Department conducted town halls at Los Padrinos Juvenile Hall and involved parents and guardians through meetings at Campus Kilpatrick. These efforts were geared toward transparency and effective communication throughout the relocation process. Additionally, coordination with community-based organizations and partner agencies has been instrumental in ensuring a seamless transition and continuity in service provision for the youth and their families.
