A 28-year-old man was taken into custody on accusations of biting a Multnomah County Sheriff's Deputy, following a series of events that began with an unwanted presence in Troutdale. The man, identified as Mackenzie Parrish-Civil, initially drew attention for being on private property, the Multnomah County Sheriff's Office (MCSO) reports. Deputies engaged with him after a call to the City of Portland's Bureau of Emergency Communications (BOEC) on Tuesday afternoon, MCSO's news release detailed.

The MCSO deputy who first contacted Parrish-Civil informed him that a permit was required for door-to-door sales in the area and asked him to leave, with the caution not to return. Despite this, Parrish-Civil was reported to have come back to the location within three hours, allegedly threatening harm when confronted by a resident's husband. Law enforcement established probable cause to arrest Parrish-Civil, who fled and resisted arrest when confronted by deputies later.

According to MCSO, following a brief pursuit, deputies set up a perimeter to contain Parrish-Civil. Efforts to de-escalate the situation failed, leading to a deputy utilizing a taser to subdue him. During the arrest, the altercation escalated, and Parrish-Civil is accused of biting a deputy's hand twice. Only after being handcuffed did he become compliant with the deputies.

Both the injured deputy and Parrish-Civil were examined by paramedics at the scene; however, neither required hospitalization. Following the incident, Parrish-Civil was booked into the Multnomah County Detention Center. He faces charges including assaulting a public safety officer, resisting arrest, interfering with a peace officer, and menacing. As per the official statement of MCSO, "Charges are only allegations, and every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt."

The MCSO emphasizes that its preliminary report may be subject to change as the investigation deepens. Parrish-Civil's presence on the property and the causes that led to the violent confrontation are still under review.
