New York Governor Kathy Hochul announced the results of recent enforcement operations targeting toll evasion on the state’s Thruway system. According to a statement from the Governor’s office, State Police Troop T, working with the New York State Thruway Authority, confiscated 170 vehicles and issued more than 1,000 tickets to drivers who repeatedly failed to pay tolls.

The fall operations focused on drivers using “ghost” plates or vehicles with obscured or missing license plates, as per the Governor's office. Among the cases, 30 vehicle owners had their registrations suspended due to nearly $82,000 in unpaid tolls and fees, of which the Thruway Authority has recovered almost $38,000. In a statement, Governor Hochul said the enforcement efforts aim to ensure fair and affordable use of the Thruway system while supporting funding for infrastructure improvements.

This year’s operations follow a summer campaign that resulted in 140 vehicle seizures and 711 tickets, continuing statewide efforts to address toll evasion. Frank G. Hoare, Executive Director of the New York State Thruway Authority, said the enforcement sends a clear message to toll violators. New York State Police Superintendent Steven G. James noted the ongoing support from Governor Hochul and highlighted the strong collaboration with the Thruway Authority in carrying out these operations.

In an official statement, the increase in fraudulent or “ghost” plates nationwide has been associated with attempts to evade toll collection cameras. State troopers focused on vehicles with suspended registrations, many linked to unpaid tolls or missing insurance, resulting in several vehicles being towed. During the November 20 operation on the Governor Mario M. Cuomo Bridge, State Police issued 329 tickets, including 153 for license plate violations. The enforcement also included checks on commercial vehicle safety and led to additional arrests for DWI, drug offenses, and outstanding warrants.

To support compliance, New York E-ZPass offers discounts of up to 75 percent on tolls, and tools such as the Tolls NY app help ensure timely payment. The Thruway Authority has also established an Office of the Toll Payer Advocate to assist customers with issues related to E-ZPass and Tolls By Mail. The Authority’s 2026–2030 Capital Plan includes investments in roadway improvements, emphasizing the importance of safe driving practices in line with the expanded Move Over Law enacted in March 2024.
