The operation, named "Operation Crystal River," involved several law enforcement agencies that executed federal search warrants across Yuba, Sutter, and Butte counties in October 2025. This collaboration resulted in 14 arrests on federal drug trafficking charges. Among those indicted were Jose Garcia-Avalos, aged 36; Octavio Hinojosa-Guzman, aged 43; and Elmer Montiel-Romero, aged 21, all from Yuba City; Hector De Jesus Mejia-Velasquez, of Yuba City; and several others from the surrounding area.

The seized drugs included more than 500 pounds of methamphetamine and approximately 135,000 counterfeit M-30 Oxycodone pills laced with fentanyl. Additionally, a methamphetamine conversion laboratory was discovered and dismantled in Southern California. The operations spotlighted the extent of the narcotics distribution and the impact of the involved cartels in the region.

Law enforcement officials have hailed the operation as a significant victory in the ongoing effort to disrupt the flow of illegal drugs into communities. "This joint operation underscores the ongoing commitment of local, state, and federal partners to disrupt and dismantle drug trafficking networks and protect communities nationwide," stated the Yuba County Sheriff's Department.
