The City of Philadelphia's Citizens Police Oversight Commission (CPOC) has taken a decisive step toward increasing police transparency and accountability by appointing Miguel Garces as the inaugural Director of Data Analytics and Accountability Insights. In a move to bolster its mission for advancing community trust in policing, the CPOC has turned to a seasoned expert in data strategy and public service. Garces is charged with the significant task to lead and to expand the Commission’s capacity to analyze policing practices through informed investigations and policy recommendations.
With over 15 years of professional experience in the realm of data integration and technical development, Garces comes to the position with a background ripe for this crucial role. Announced in a city release, his responsibilities will include overseeing data strategy and developing analytics that will influence not only investigations but also policy recommendations, while also guiding the agency’s long-term approach to measuring police performance and its impact on the community.
Throughout his career, Garces has held key positions within several city departments such as the Mayor’s Office of Education and the Department of Revenue. His prior engagement has encompassed tackling diverse civic priorities, including streamlining government operations and enhancing public accountability. These efforts included improving finance and procurement systems, which were highlighted as one of Philadelphia's most significant technological upgrades in recent years.

In addition to his technical prowess, Garces has been recognized for his commitment to civic service, having served as President of East Point Breeze Neighbors and on the 17th Police District Advisory Board. He also holds a Bachelor of Arts in Political Science from the University of Pennsylvania, further establishing his deep roots within the community he now serves.
