
The City of Phoenix has appointed Cynthia Aguilar and Frank McCune as new Deputy City Managers, the city announced on its website. City Manager Ed Zuercher said both bring decades of experience and strong leadership that will support service to the Mayor, City Council, and residents.
Cynthia Aguilar began her city career in 1999 with the Parks and Recreation Department and has since held roles in the Phoenix Police Department and as a Council Office chief of staff. Most recently, she served as Parks and Recreation director, overseeing parks, trails, and a large operating budget—experience she will bring to her new role.
Frank McCune, who joined the City of Phoenix in 2016 as Director of Government Relations, also moves into the Deputy City Manager role. He previously served as CEO of Valley Leadership and worked in advocacy at Arizona Public Service. According to the City of Phoenix statement, McCune helped secure $357 million in grant funding for Phoenix in 2025, an experience he brings to his new position.
The appointments take effect Dec. 22, 2025, filling recent leadership vacancies. The city expects Aguilar and McCune’s experience to support ongoing operations for elected officials and residents. Additional announcements on replacements for their previous roles will follow.
