
Councilmember Sukh Kaur (District 1) proposed a new city oversight body on Wednesday. She is seeking the creation of the Community Benefits Agreement Oversight Commission (CBAOC), which will be discussed at the next Governance Committee meeting, according to the City of San Antonio statement.
If established, the commission would monitor how CBA funds for the Sports and Entertainment District are used. Following Proposition B’s passage, the project is entering final arena negotiations. Kaur said the community expects a stronger voice in shaping the development’s benefits and emphasized the commission’s role in ensuring oversight of the $75 million benefit package during the lease’s initial term.
The CBAOC will include stakeholders from neighborhood groups to labor sectors. Members covering housing, transportation, labor, and hospitality will be nominated by the mayor and council, with input from SAISD, Bexar County, the City Manager’s Office, and Spurs Sports & Entertainment.
The CCR states the body will elect its Chairperson and begin work with focus groups, public forums, and set City Council priorities before the lease starts. The commission will publish annual CBA spending updates, maintain public reports, and ensure funds meet community needs. It will dissolve after all CBA funds are allocated.
