Senator Marsha Blackburn (R-Tenn.) unveiled the TRUMP AMERICA AI Act, a national policy framework designed to unify state AI laws. The act aligns with a former Trump executive order aimed at protecting American interests and advancing the nation’s leadership in AI innovation.

According to U.S. Senator Marsha Blackburn of Tennessee, the legislation focuses on protecting the so-called ‘4 Cs’: children, creators, conservatives, and communities. "I look forward to introducing the TRUMP AMERICA AI Act in the new year to create one federal rulebook for AI to protect children, creators, conservatives, and communities across the country and ensure America triumphs over foreign adversaries in the global race for AI dominance," Blackburn said.

The act requires AI developers to implement a duty of care to prevent foreseeable harm, especially to minors. It also reforms Section 230, encourages parental control technologies, and sets obligations for online services to protect children. For creators, it provides legal avenues to address unauthorized use of copyrighted data and combat AI-generated deepfakes.

To address political bias, the act requires regular evaluations of high-risk AI systems affecting critical areas like health, safety, education, and law enforcement. It also mandates AI ethics training for federal agencies and covered entities, aiming to protect conservative voices from perceived bias by Big Tech.

The TRUMP AMERICA AI Act requires companies and federal agencies to report AI-related job impacts to the Department of Labor quarterly. It also mandates that data center operators cover all energy and water infrastructure costs without burdening ratepayers.

Endorsements for the TRUMP AMERICA AI Act include Mike Davis, founder of the Article III Project, and Steve Bannon, host of War Room on Real America’s Voice News. Davis said the bill forces Big Tech to implement guardrails, counters blue-state speech policing, and prioritizes American workers and infrastructure. Bannon added that it would establish a federal standard to prevent tech companies from exploiting Americans in the AI sector.
