Two individuals were arrested during a protest outside the Immigration and Customs Enforcement (ICE) facility in the South Portland Neighborhood on Friday night, Portland Police Bureau (PPB) reported. The first incident occurred when Stephen V. Squire, 29, of Portland, allegedly confronted a man and knocked his phone away. He was charged with Harassment and booked into Multnomah County Detention Center. The altercation happened around 9:30 PM near South Moody Avenue and South Bancroft Street.
While officers were on the scene to have Squire's vehicle towed, Shean D. Broughton, 28, also of Portland, is said to have purposely struck a PPB Sergeant in the face. In an attempt to subdue the situation, officers took Broughton to the ground and subsequently arrested him. Broughton faces charges of Assaulting a Public Safety Officer, Resisting Arrest, and Disorderly Conduct in the Second Degree, according to PPB's press release.
These arrests bring the total count to 72 in relation to the ongoing nightly protests at the South Waterfront. In line with PPB directive 810.10, the bureau has stated that it does not engage in immigration enforcement but underscores its responsibility for maintaining public safety and enforcing state laws. For those interested in PPB's role during protests and their public order policies, more information can be found on their official website.
PPB has also reminded the public that not all arrests are made immediately in heated protest situations. Officers may later investigate, make targeted arrests, and forward cases to the Multnomah County District Attorney for possible prosecution. The PPB highlighted that it will continue to closely monitor protest activities and ensure the support of constitutionally protected expressions, while also addressing criminal acts as they occur.
