House and Senate Appropriations Committee Chairs in Arizona have made waves with their staunch support for a tax conformity plan closely aligned with former President Trump's One Big Beautiful Bill, the Arizona legislature is proposing transformative tax legislation that could save taxpayers an estimated $1.1 billion over three years while maintaining a balanced state budget. Dubbed the Arizona One Big Beautiful Bill, HB 2153 and SB 1106 have garnered significant attention due to their potential impact on both the fiscal landscape of Arizona, and the pockets of its citizens. according to a recent press release, House Appropriations Committee Chair David Livingston and Senate Appropriations Committee Chair David Farnsworth have signaled their readiness to execute tax cuts within the confines of fiscal prudence.
Despite allegations from Governor Hobbs that the legislature is catering to wealthy magnates, Livingston rebutted, "It’s bizarre that the Governor continues to claim the Legislature is supporting tax cuts for billionaires," he pointed out the contradictions in the governor's stance, noting the discrepancy between her criticisms and the tax forms produced by her administration that "fully conform to the expanded State and Local Tax (SALT) deduction," Livingston outlined that their plan "explicitly decouples from it," which was evident in the legislation details shared.
Aiming for a tax code that reflects the nuances of overtime, tipped wages, and fresh deductions, Governor Hobbs' preference is for partial compliance with the One Big Beautiful Bill Act, however, the chairs are advocating for extensive revisions that amplify the effectiveness of the tax system for all parties. Senator Farnsworth highlighted the bipartisan nature of their efforts, outlining the goal of simplifying the process for Arizonans - ensuring that they can complete their taxes with confidence, praising the cooperative approach of Senator Mesnard and Representative Olson who spearheaded a practical direction for the legislative revisions.
The prosperity and resilience of Arizona's financial posture have been the cornerstone of the Republican majority's argument, they've emphasized that this is the result of years dedicated to budgetary restraint, emphasizing essential government functions, and nurturing an environment ripe for industry and job proliferation not missing a beat, Farnsworth went on to say, "Fiscal discipline and tax relief go hand in hand, and this approach demonstrates our commitment to both," Farnsworth highlighted this continuous path as the foundation for Arizona's ability to adopt the savings from the Trump tax cuts without jeopardizing future citizens. According to Farnsworth and Livingston, the state's corporate income tax inflow is surpassing projections, a testament, they argue, to policies that have consistently promoted economic growth over governmental expansion funded by taxation.
The proposed legislature touts benefits for working families, such as an enhanced child tax credit, deductions for childcare, and adherence to federal reforms including non-taxable tips or overtime earnings. With the state's fiscal health as a priority, the forthcoming hearings for the bills will take place Wednesday afternoon, allowing the House Ways and Means Committee and Senate Finance Committee to further inspect the merits of HB 2153 and SB 1106 following their respective floor sessions.
