"Noel Campbell lived a life defined by service," Montenegro said, recognizing the varied roles Campbell played throughout his life, from a combat aviator to a legislator.
During his tenure, Campbell chaired the House Transportation Committee in both the 53rd and 54th Legislatures, noted for his pragmatic approach and his respect for the legislative process which earned him accolades from his peers, before delving into politics, Campbell's career was as diverse as it was distinguished, proudly serving as a United States Navy combat aviator during the Vietnam War, and later on working as a federal pilot and agent with the United States Customs Service. His service extended to battling wildfires from above as a pilot for the United States Forest Service, according to the official statement.
Representative Quang Nguyen reflected on Campbell's personal impact and the guidance he offered to newer members of the Arizona House, "Noel was a mentor and a friend," said Nguyen, highlighting the integrity and steadfastness that Campbell was known for among his colleagues. “When I was first elected, he reminded me that my vote mattered just as much as anyone else’s and that no one should ever be bullied out of doing what they believe is right," Nguyen told the Arizona House during his tribute, remembering Campbell's mantra that a person's word was their most valuable asset.
Similarly, Representative Selina Bliss also paid tribute to Campbell's dedication to his constituents and to the state of Arizona; Campbell's commitment to legislative work and his district was duly noted, with Bliss stating, "He served with honor and cared deeply about the people he represented." Both representatives joined Speaker Montenegro in sending condolences to Campbell's family, acknowledging his service as a hallmark of his character, and the legacy he leaves behind in Arizona politics, the memories and respect for Campbell's service will linger in the minds of those who worked with him, and those who were served by him.
