"Noel Campbell lived a life defined by service," Montenegro said, recognizing the varied roles Campbell played throughout his life, from a combat aviator to a legislator.
During his tenure, Campbell chaired the House Transportation Committee in both the 53rd and 54th Legislatures, noted for his pragmatic approach and his respect for the legislative process which earned him accolades from his peers, before delving into politics, Campbell's career was as diverse as it was distinguished, proudly serving as a United States Navy combat aviator during the Vietnam War, and later on working as a federal pilot and agent with the United States Customs Service. Similarly, Representative Selina Bliss also paid tribute to Campbell's dedication to his constituents and to the state of Arizona; Campbell's commitment to legislative work and his district was duly noted, with Bliss stating, "He served with honor and cared deeply about the people he represented."
