
In a sweeping victory against EBT fraud, California has reportedly slashed incidents of food and cash benefit theft by about 83% since January 2024, thanks to advanced fraud-prevention technology. The Golden State is making headlines for its progress, as detailed in an announcement from the Governor's office. Adding a techy twist to the traditional welfare system, California's Department of Social Services (CDSS) and various tech-focused offices have been working hard on tweaking and implementing tools to trace and prevent theft, readying the sledgehammer to deal fraud a hefty blow.
Among the technological innovations is a data model developed with the Office of Data and Innovation (ODI), tapping into machine learning to sniff out theft with an 82% success rate before any harm is done. Requiring manual verification, this system has saved numerous families from the clutches of opportunistic thieves. Announced by the CDSS, this system, alongside others like chip-and-tap-enabled EBT cards, is setting a benchmark for effective theft-free aid distribution. The new EBT cards, which use microchip technology akin to what is found in credit cards, are particularly tough on skimming – where thieves steal card data from terminals.
More than just a swipe and beep, these chip-enabled cards offer Californians a solid defense against fraud. Rolled out in February 2025, a staggering 4 million cards were issued by the end of April, as shared by California officials. Additionally, March saw the CDSS pilot force PIN resets, curbing theft rates by an incredible 80% among compromised accounts. Initially tested on 30,000 cardholders, this method was soon utilized for nearly 100,000 accounts, marking a sustained decline in reported thefts. Fraudsters were taken aback as further coordination with law enforcement led to 190 arrests and a sweep of skimming devices since early 2023.
In an attempt to outfox the fraudsters, the CDSS also launched the ebtEDGE mobile application and online portal in November 2023. This digital fortress allows cardholders to manage their EBT cards more securely, empowering them to freeze and unfreeze cards, change PINs, and even block certain transactions. The app, occupying space on devices and minds of over 9.5 million users, has been a game-changer in keeping benefits safe and sound from prying criminal hands. Educating the public about the perils of scamming and skimming remains a top priority, with educational campaigns and alerts helping to protect the vulnerable from deceitful tactics.
