
Big things are happening in Carrollton as the City Council votes to bring in a new H-E-B supermarket. This approval paves the way for the Texas grocery chain to establish its first store in the city. On Tuesday, the Council moved to rezone a chunk of land at Parker Road and Josey Lane, where a 120,000-square-foot store is set to rise, complete with a suite of amenities including a bakery and a drive-thru restaurant.
The brand's expansion has been closely watched by locals, and now, the green light has been given to finally bring a full-service H-E-B to conveniently situate a full-service H-E-B in the heart of Carrollton. "We are so proud that H-E-B, a Texas institution, has chosen the City of Carrollton for one of its newest locations," said Mayor Steve Babick, per the City of Carrollton. The development is not just about groceries, as it also plans to include more than 600 parking spaces, signaling a significant investment in the area's infrastructure.
The conversation around this decision took shape during a Planning and Zoning Commission public hearing, as noted on December 4, 2025. This included a nod to a traffic impact analysis, which was submitted, reviewed, and given the thumbs up by the city's Transportation Engineering Division, per city officials. Beyond the grocery aisles and seasonal plant offerings, the decision reflects a community-centric strategy hoping to bolster Carrollton's economic growth.
In a move to expand its North Texas presence following its Frisco store opening in 2022, H-E-B is forging ahead with its latest venture in Carrollton. "H-E-B is excited to bring a new store to Carrollton and surrounding cities," Mabrie Jackson, H-E-B’s managing director of public affairs, mentioned, per the City of Carrollton. There's buzz but no set date yet; although H-E-B has promised more details later this year, no construction timeline has been finalized.
