A former board member of Richland County's mental health agency has pleaded guilty to misdemeanor counts of conflict of interest, stemming from investigations into dubious contracting practices. Jay Wachs, the ex-board member in question, entered his plea this week in the Richland County Common Pleas Court, where he was handed a suspended six-month jail term and must complete one year of community control, alongside a mandate for 100 hours of community service, the Office of the Ohio Auditor reported.
The investigation unearthed that Wachs, during his tenure, managed to finagle a contract that favored his own business interests, while Joseph Trolian, former RCMH Executive Director, is accused of leveraging his role to clinch a training contract likely to financially benefit his spouse, their cases emerged after a whistleblower alerted authorities leading to a probe by the Auditor of State's Special Investigations Unit. Yet, while Wachs has confronted the music of justice, Trolian remains under scrutiny as his legal dance continues within the courts. An attorney from the SIU has stepped in to fill the role of special prosecutor in this ongoing saga.
Reflecting on the proceedings, the Special Investigations Unit, since 2019, has contributed to over 150 convictions, which collectively enforced restitutions amounting to a hefty sum north of $16 million, indicating a broader commitment to unveiling and addressing fraud and corruption in public offices.
