Hawaiʻi’s Office of Wellness and Resilience has completed a plan to expand peer support services across the state. The Peer Support Specialist Working Group, created under Act 88 (2024), developed the framework over 10 months to set clear roles, provide guidance for those giving peer support, and explore funding options. The plan focuses on people with experience in mental health challenges, substance use, housing issues, or the justice system. It aims to grow peer support positions in state departments. Governor Josh Green said, "Peer support offers a powerful approach to healing, recovery and systems navigation that cannot be replicated through clinical services alone," according to the Office of the Governor.

The new framework emphasizes role clarity, career progression, standardized training, trauma-informed supervision, and the integration of peer support roles into state departments. Tia L. Roberts Hartsock noted its significance, saying, "This framework honors the contributions of those with lived experience in our systems and builds on what has been accomplished, to recommend ways we can create real workforce pathways for peer support specialists that are valued and sustainable," as reported by the Office of the Governor.

Evidence shows peer support services improve patient-provider relationships and reduce inpatient admissions. Co-facilitator Kim Nabarro noted, "I am honored to see peer voices being recognized and elevated across our state. It is deeply meaningful to witness collaborative leadership and a shared commitment to supporting individuals and families living in the aftermath of trauma with dignity and care." Implementation will include a peer support hub for training and certification, led by the Office of Wellness and Resilience, to support recovery across Hawaiʻi, as stated by the Office of the Governor.
