
Harris County authorities reported an incident involving alleged intoxication and assault on a peace officer stemming from a noise complaint. According to the Facebook page of Constable Mark Herman's Office, on January 16, deputies responded to a call from the 14300 block of Ella Boulevard, where residents were disturbed by loud music emanating from a vehicle.
The vehicle, upon the deputies' arrival, was found parked haphazardly across multiple spaces and perched on a curb, with the driver, Portia Smith, unconscious and the car still running. Smith showcased signs of intoxication, refused to enact Standardized Field Sobriety Tests, and also declined to provide a breath or blood specimen. Consequently, a search warrant was procured to collect a blood specimen from Smith.
Drama unfolded during the booking procedure. "Portia Smith was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated and Assault on a Peace Officer," the Mark Herman, Harris County Constable Precinct 4 post details. It was during this period that Smith allegedly turned violent and struck a deputy in the face, the impact causing pain and visible injury.
Smith was arrested, and her bond was set at $1,100, according to a Facebook post from Constable Mark Herman’s Office. The bond was issued through the 337th District Court and County Court 14. The constable’s office also encouraged residents to follow its official social media accounts and use the “C4 NOW” mobile app for local crime and safety updates.
