Caught alone by a shark's bite on November 5, 2025, was Chance Swanson, off-duty Ocean Safety Officer II, floating in the water in distress, which didn't go unnoticed by the watchful lifeguards at Pinetrees Tower. Responding with a speed that was crucial, they performed life-saving measures, including bleeding control. “I wouldn’t be alive without the quick thinking, skill, and selfless actions of the lifeguards, dispatchers, firefighters, and medical personnel who responded that day. From the moment help arrived in the water to the care I received on shore and at the hospital, every person played a critical role. I’m thankful to my Ocean Safety family, our partner agencies, and everyone who stepped in without hesitation. This experience has given me a deeper appreciation for life and for the incredible team we have here on Kaua‘i,” Swanson conveyed in gratitude, as per the county's official website.

These first responders consisted of a coordinated group from the Ocean Safety Bureau, Kaua‘i Police Department dispatch, Kaua‘i Fire Department, and American Medical Response. Their efforts were highlighted during the ceremony, with specific mention of the Ocean Safety Bureau lifeguards, including Mattaniah Milbrand, Kesava “Kawai” Davis, Dustin “Koa” Williams, and North District Captain Tyrus Siale, who applied a tourniquet in the water and brought Swanson safely to shore.

Facilitating the rapid emergency response, Kaua‘i Police Department dispatchers Johanna Gulla, Lauryn “Kulu” Ohai, and Christina Chong Tim coordinated with precision, ensuring clear communication among all responders. With the support on arrival from the Kaua‘i Fire Department's seasoned professionals, Captain Gavin Kennelly and his team, including Operator John Cornell and Firefighters Ryo Shintani, Drew Nakahara, and Steven Genualdi, Swanson received the care pivotal to his survival. "The immediate application of a tourniquet and the coordinated efforts of all responding agencies were decisive in saving Officer Swanson’s life," was noted by the County of Kaua‘i.

Further medical support and transportation were provided by American Medical Response personnel, including Samuel Evans, Kelly Ching, and Chelsea Doi, whose quick action and skill further ensured Officer Swanson's stabilization and safe transfer to the hospital. The ceremony and subsequent proclamation by Kaua‘i County paid homage to the unwavering commitment to safety exhibited by these individuals who collectively formed the dream team that saved Officer Swanson's life.
