
In the spirit of transparency, the North Carolina Department of Transportation (N.C. DOT) continues its practice of releasing weekly financial updates. The latest installment of the "NCDOT Cash Watch Numbers" was published last Friday, a Monday, given that government offices were closed for a holiday the preceding Friday. This regular dissemination of financial data aligns with the stipulations set forth by Session Law 2019-251 from the N.C. General Assembly. For those interested, the report can be accessed on the NCDOT website.
The weekly report is a financial snapshot, beginning with the ending cash balance from the prior report. It includes a detailed breakdown of receipts, broad categories of disbursements, and the ending combined cash balance. Moreover, it provides insights into "reserved cash" balances, which are earmarked for specific projects such as those funded by the Build NC bonds, GARVEE bonds, or Energy Savings-Roadway lighting funds and are kept in a Trustee Account until used for their intended purposes.
However, as NCDOT cautions, the weekly cash balance is subject to daily change due to ongoing revenue stream and expenditures, and, it is not necessarily indicative of the final monthly cash balance that is reconciled at month's end.
