A Portland man was apprehended on the last day of the year after using a dating application to sexually assault an adult and attempting to meet a child for sex. The Washington County Sheriff’s Office launched an investigation on December 29, 2025, following a report of a sexual assault involving 36-year-old Andrew Dwayne Graham.

Graham reportedly met the adult victim through the app and committed the assault in Portland, near Metzger Park. According to details shared by the Washington County Sheriff’s Office, detectives discovered that Graham was trying to set up another meeting with the victim. By interacting with Graham through an undercover phone number, they ascertained his interest in involving an underage individual in sexual activities.

Under the guise of his victim, detectives corresponded with Graham, setting up a sting operation at Metzger Park. On December 31, Graham arrived, believing he would be picking up both the adult and a child. Instead, he was met by the Tactical Negotiations Team and taken into custody.

At the time of his arrest, Graham was found in possession of over $750 in cash, condoms, alcohol, and marijuana. He faces multiple charges including sodomy in the first degree, felony strangulation, and online sexual corruption of a child in the first degree, as well as others. The investigation is ongoing, and the Sheriff’s Office suggests that there may be additional victims yet to come forward. Graham remains in Washington County Jail without bail, and his booking photo has been circulated to identify any further criminal conduct.

Authorities urge anyone with information to contact the Washington County Sheriff’s Office at 503-846-2500, referencing case number 50-25-18221. Graham, who is from Jamaica, has previously resided in multiple states and may have used the alias "Michael." The release of Graham’s photo is aligned with Oregon House Bill 3273, intended to assist in the identification of potential additional victims.
