
The Portland Police Bureau's tactical squads have successfully brought two suspects into custody following incidents of violence in November last year, a statement from the PPB revealed. Two separate events, a threatened shooting and a stabbing, culminated in arrests after a series of probes led by PPB's Major Crimes Unit.
In one case, a woman was allegedly accosted by three individuals on the night of November 10. According to the Portland Police Bureau, an altercation ensued after one suspect purportedly displayed a firearm. Later, a man associated with the woman reportedly attempted to confront the group, resulting in gunfire, though no injuries ensued. Investigations led to the eventual capture of 38-year-old Raymond Diggs. During his arrest, officers confiscated a firearm and subsequently transported Diggs to the Multnomah County Detention Center, where he now faces multiple charges.
The second case involved a stabbing that occurred on November 18, when Central Precinct officers responded to an emergency call. A male victim with serious injuries was promptly transported to the hospital for treatment, while the assailant managed to escape. Following investigative efforts, the Special Emergency Reaction Team (SERT), with the Crisis Negotiation Team (CNT) and additional PPB support, took 33-year-old Katelynn Spacal into custody without incident.
Each of these arrests, conducted on Tuesday, January 13, reflects the coordinated strategy of the PPB. "These arrests are the result of outstanding investigative work by our Major Crimes Unit and the professionalism of our tactical and negotiation teams," Chief Bob Day stated in the report from the Portland Police Bureau. Their approach ensures that both cases reach a safe and definitive resolution, bringing the individuals accused to face their charges. According to the announcement, the investigations are still ongoing, with further details to be disclosed when appropriate.
