A Chino Hills political insider who helped steer a winning 2022 city council campaign is headed to federal prison for quietly working as an illegal agent of the People’s Republic of China, according to federal prosecutors.

Yaoning “Mike” Sun, 65, was sentenced Tuesday to 48 months in federal prison after he admitted acting as an unregistered foreign agent while advising the campaign. Prosecutors say Sun reported to Chinese officials and sought support and resources from them as part of a broader effort to influence local government in Southern California.

The FBI’s Los Angeles office announced the sentence on X and pointed followers to a Justice Department statement that lays out the allegations against Sun. FBI Los Angeles highlighted a related release from the U.S. Attorney’s Office, Central District of California detailing the complaint and investigation.

Prosecutors' account of the scheme

According to the U.S. Attorney’s Office, Sun served as an adviser to the 2022 city council campaign and, at times, was listed as the campaign treasurer on official filings. Prosecutors say he quietly kept Beijing’s interests in the loop.

Federal authorities say Sun drafted reports to Chinese officials that requested an $80,000 budget to promote pro PRC activities and to push back against what he called “anti China forces.” The U.S. Attorney’s Office, Central District of California states that his work included arranging meetings between the candidate and Chinese consular staff, as well as traveling to China with the candidate after the 2022 election.

“The conduct alleged in this complaint is deeply concerning,” U.S. Attorney Martin Estrada said in the Justice Department release.

Local political ties

In court documents, prosecutors refer to the elected official Sun helped only as “Individual 1.” The name is blacked out, but local reporting and campaign paperwork have drawn a tighter circle.

The Los Angeles Times reports that Sun appeared on a 2022 campaign filing in an Arcadia City Council race, tying him to Councilmember Eileen Wang. City officials have said Wang has not been charged and has cooperated with investigators. Hoodline previously covered Sun’s case, detailing Sun's arrest last December.

Legal notes

Sun pleaded guilty in October to a federal charge of acting as an illegal agent of a foreign government, according to AP News. The case centers on 18 U.S.C. § 951, a statute that makes it a crime to act in the United States as an agent of a foreign government without first notifying the U.S. Attorney General. The law carries a maximum penalty of 10 years in prison. The full text of the statute is available at 18 U.S.C. § 951.

Sun’s 48 month sentence lands well below that maximum, although it still represents a significant stretch behind bars for a local political operator.

What happens next

Federal prosecutors say their investigation into related activity is continuing, and local officials have indicated they will keep working with investigators.

The Los Angeles Times notes that the councilmember linked to Sun has not been charged as authorities pursue other leads in the unfolding influence probe.
