Mayor Zohran Mamdani has appointed Christina Farrell as the new commissioner of New York City Emergency Management (NYCEM). Farrell brings decades of experience in the city’s crisis management, including her previous role as First Deputy Commissioner. In her new position, she will oversee the coordination of the city’s emergency planning and response efforts.
Farrell has extensive experience in emergency management, having been involved in the city’s response to events such as the 2003 blackout and Hurricane Sandy. In a statement shared by the Mayor’s Office, she said her goal is to ensure preparedness and deliver a coordinated response across all neighborhoods. During her previous role as First Deputy Commissioner, she contributed to managing critical situations, including the COVID-19 pandemic.
Colleagues have expressed support for Farrell’s appointment. NYPD Commissioner Jessica S. Tisch noted that Farrell has been involved in New York City’s emergency management for more than two decades. FDNY Commissioner Lillian Bonsignore highlighted the expectation of ongoing collaboration in her new role.
Farrell’s experience is expected to contribute to a comprehensive approach to emergency preparedness and response in the city. DEP Commissioner Lisa F. Garcia noted the increasing complexity and climate-related aspects of emergencies and emphasized the importance of preparedness and resilience.
Farrell has been with the city since 1994 and has held a range of roles in emergency management, providing her with a broad understanding of New York City’s emergency systems. She has been involved in developing programs such as Ready New York, which focuses on public preparedness, and in building partnerships across sectors to support coordinated emergency responses.
Farrell’s promotion brings experienced leadership to the city’s emergency management. Acting Commissioner of the NYC Department of Sanitation Javier Lojan highlighted her prior work leading command centers and conducting after-action reviews for a variety of emergencies, noting her role in supporting the city’s safety and emergency readiness.
