A Monday afternoon drive in Sugarcreek Borough, Venango County, ended in tragedy when police say a Ford Bronco ran a red light and slammed into another car, killing a 34-year-old Oil City woman. The victim, identified as Kassandra Frawley, was extricated from her vehicle and flown to a hospital, where she later died. The suspected driver, 39-year-old Ian Haux, was also taken to a hospital with injuries and later arrested on a charge of homicide by motor vehicle while driving under the influence. The two-vehicle crash happened just before 4 p.m. at the intersection of Gibb Road and Allegheny Boulevard.
Police account
According to Pennsylvania State Police, Haux was driving a Ford Bronco south on Allegheny Boulevard when he ran a red light and hit the driver’s side of Frawley’s vehicle. The impact left Frawley trapped in her car until first responders freed her. Haux was taken into custody after the investigation, then arraigned and remanded to the Venango County Jail, the release stated, according to WTAE.
Statewide context
Pennsylvania has pushed for years to curb impaired driving through enforcement and education campaigns, yet alcohol- and drug-related crashes still make up a significant share of roadway deaths. According to PennDOT, fatalities in impaired-driver crashes dropped to 342 in 2024 as part of a broader trend toward lower overall traffic deaths.
Legal consequences
Homicide by vehicle while driving under the influence is a felony offense under Pennsylvania law. A conviction is typically classified as a felony of the second degree, with harsher penalties possible if the defendant has prior DUI convictions. The offense is defined in the Pennsylvania Consolidated Statutes, Title 75, which sets out the elements of the crime and the applicable sentencing ranges (Pennsylvania Consolidated Statutes, Title 75).
What’s next
State police say the investigation remains active, and that toxicology results and other findings could be released as the case moves through the courts. The initial account of the crash and Haux’s arrest was reported by WTAE, which cited a Pennsylvania State Police release.
