Last Tuesday at a Red Roof Inn off West Airport Freeway, it ended with handcuffs instead of a hotel stay, after Irving police say a vice sting snared 37-year-old James Allen Noel in an undercover operation targeting sex buyers.
According to investigators, Noel had been texting with what he believed was an adult woman and agreed to pay $120 for a sexual encounter. Officers say he followed through, pulling into the hotel in a Toyota Tundra after sending a selfie to confirm his identity. When they moved in and detained him, the police reported they found the exact agreed-upon $120 in cash on him.
Noel was booked on a solicitation charge and later bonded out while detectives continue working the case.
Inside the undercover sting
As reported by the Irving Journal, an Irving investigator went online posing as an adult woman on a site that officers say is frequently used to arrange paid sex. The decoy ad included a contact number, which police say Noel used to initiate the conversation.
The outlet reports that during the text exchange, Noel asked about availability, discussed specific sexual acts and agreed to the $120 price before heading to the hotel. Around 5:03 p.m., he reportedly texted that he had arrived.
Officers watching the parking lot say they saw a Toyota Tundra pull in, matched the driver to the selfie sent during the conversation and detained him. Detectives later dialed the number used in the messages and confirmed the phone on Noel rang, according to the Irving Journal.
How Irving's Vice Unit works
Per City of Irving Special Operations, the Vice/Narcotics Unit focuses on prostitution, human trafficking and related crimes, relying on tools like surveillance, undercover ads and informants. The unit coordinates with patrol officers and other investigators to identify suspected buyers and connect potential victims with services.
That playbook is what Irving police used here, from the online decoy post to the hotel surveillance. Similar tactics are common in john suppression efforts across North Texas.
What the law says
Texas shifted the legal spotlight toward buyers in 2021. A law that took effect on September 1, 2021, made solicitation of prostitution a state jail felony even for first-time offenders and increased penalties for repeat offenses. According to the Houston Chronicle, the offense can carry 180 days to two years in a state jail facility and fines up to $10,000, with tougher sentences when minors are involved.
Local prosecutors ultimately decide how to charge and pursue individual felony solicitation cases in court.
What happens next
The Irving Journal reports that police say Noel previously faced a solicitation arrest in Fort Worth in 2025 and that he bonded out after this week's booking.

Investigators have not released any information about potential victims in this case and say the investigation is still active.
