A Perry police officer is facing a felony child abuse charge, and his girlfriend is charged with enabling child abuse, after a state investigation that has rocked the small north-central Oklahoma community. Officials say the children involved have been removed from the home and placed in state custody, and Noble County judges signed off on arrest warrants earlier in the week, as reported by the Oklahoma State Bureau of Investigation.

OSBI Says Warrants Issued, Kids Moved Into DHS Car,

In a X post from the Oklahoma State Bureau of Investigation, authorities identified the suspects as 35-year-old Perry police officer Christopher McNabb and 30-year-old Kayla Renfrow. The agency said the Noble County District Court issued arrest warrants on Monday, and both were taken into custody and booked into the Noble County jail that same day. According to OSBI, the Oklahoma Department of Human Services is now assisting with the care of the children moving forward.

Allegations Laid Out in Court Filings and Local Coverage

Court documents and local coverage reviewed by KOCO describe allegations of repeated physical abuse involving three children. The filings accuse McNabb of slapping children hard enough to leave visible handprints, dragging one child by a hoodie and slamming her to the floor after a dispute over a misplaced oven mitt. The records also state that DHS had visited the home multiple times and allege that Renfrow warned the children to lie about how they were hurt, telling them they would be split up if they told the truth. According to the reporting, the Perry Police Department has placed McNabb on paid administrative leave while it conducts an internal review.

Who Is Involved in the Case

In its public statement, Oklahoma State Bureau of Investigation thanked the Perry Police Department, the Noble County Sheriff’s Office, the Oklahoma Department of Human Services and the Payne County District Attorney’s Office for assisting with the investigation. The bureau said both McNabb and Renfrow were arrested after the warrants were issued and are currently booked into the Noble County jail.

What the Charges Mean Under Oklahoma Law

Under Oklahoma law, both child abuse and enabling child abuse are serious felony offenses, with potential prison sentences that can stretch up to life in the most severe cases. The statute defines “enabling” as causing, procuring or permitting the abuse to occur. That structure is set out in state law and summarized by Oklahoma government resources explaining 21 O.S. § 843.5.

Prosecutors in Noble County, along with the Payne County District Attorney’s Office, are expected to handle formal filings and any upcoming court dates. At the time of publication, no formal arraignment dates were listed in public court dockets. We have requested comment from the Perry Police Department and the Payne County District Attorney and will update this story if they respond.
