Federal agents say a Phoenix preschool has been pulled into the orbit of a dark-web child pornography investigation after a teaching aide was arrested and accused of buying illegal images online. Court papers identify the suspect as Manuel Felix Pantoja, a staffer with the Washington Elementary School District’s special-needs preschool and its after-school program.

According to AZFamily, FBI agents and local partners searched a home in Glendale this week and took Pantoja into custody. The outlet reports that federal filings describe alleged activity stretching from July 2024 through February 2026. Those filings were submitted in federal court and form the backbone of what media reports have outlined so far.

As reported by KOLD, investigators say Pantoja used a Cash App virtual wallet and cryptocurrencies to purchase child sexual abuse material, including roughly $217 in bitcoin between October and December 2024. Court documents also describe several smaller Cash App payments, typically between $30 and $75, with subject lines that raised red flags for agents, including "Baby content," "Baby and Toddlers" and "Toddler Age Content."

Federal paperwork further alleges that Pantoja ran a group chat where members were expected to trade illegal material, and that investigators recovered "over a hundred images of videos" suspected to be child pornography from his phone. Accounts linked to usernames such as "ManCub" and "MannyJCub" allegedly contained messages asking whether others had material involving "four year olds," according to AZFamily.

School and District Response

The Washington Elementary School District says Pantoja had worked there since Sept. 5, 2023, assigned to the special-needs preschool and the after-school academy. He has now been placed on administrative leave. In a written statement shared with KOLD, district officials said they are cooperating with federal investigators and that they have no information indicating Desert View students were involved. The district added that it will recommend his termination at the next governing board meeting.

Legal Implications

Federal law treats child sexual abuse material cases as among the most serious offenses in the criminal code. Statutes covering possession, receipt and distribution carry significant prison time. Under the U.S. Code, receipt or distribution offenses often come with mandatory minimum sentences starting at five years in prison, while possession-only charges fall into separate penalty ranges. For a breakdown of the statutes and potential penalties, see the provisions listed at LII / Cornell Law.

What Happens Next

After a federal arrest, a defendant typically appears quickly before a magistrate judge for an initial hearing where the charges are read, the right to counsel is addressed and release or detention becomes the immediate question. Prosecutors can move forward with a criminal complaint or seek an indictment from a grand jury.

The U.S. Courts’ overview of federal procedure notes that initial appearances and any detention hearings are scheduled without unnecessary delay. From there, cases proceed through the usual stages of the federal system, including possible arraignment, pretrial motions and, depending on how the parties respond, either a plea agreement or a trial in front of a federal judge and jury.
