
A months-long child exploitation investigation in San Antonio started with a single Snapchat alert and ended today with the arrest of a 20-year-old man, according to police. Authorities allege investigators uncovered illegal visual material involving a child on devices linked to the suspect, and say a facial-recognition match using a law-enforcement database helped narrow the search. Detectives report that surveillance at an address on Ivanhoe Street ultimately led to the arrest.
How investigators say they zeroed in on a suspect
As reported by KENS5, Snapchat sent a CyberTip to the National Center for Missing & Exploited Children on Nov. 30, 2023, flagging a selfie-style video. An analyst with the Texas Office of the Attorney General used a law-enforcement facial-recognition database to match the face in the video to a driver's-license photo, according to an affidavit. Investigators then tied that match to social media content and account information, the document states.
Charge and possible penalties
Investigators say they established probable cause to arrest 20-year-old Luis Ramiro Salinas on a single count of possession of child pornography, which is treated as a third-degree felony under Texas law. As per FindLaw, Texas statute generally sets penalties for a third-degree felony at two to 10 years in prison and fines up to $10,000.
What a CyberTip actually does
The National Center for Missing & Exploited Children's CyberTipline collects reports from digital platforms and forwards reviewed tips to law enforcement for potential investigation, according to NCMEC. Platforms typically rely on automated detection tools and hash-matching technology to flag suspected child sexual abuse material. NCMEC analysts then add context and location details before routing the tips to local authorities that might have jurisdiction.
Case still under investigation
The affidavit reviewed by KENS5 says detectives carried out surveillance at an Ivanhoe Street residence and spotted a vehicle registered to Salinas before moving in to arrest him. The document notes that the case remains under investigation and that prosecutors had not publicly filed additional charges at the time of reporting.
