Baltimore police say they have arrested a 41-year-old man in connection with a Southern District shooting that wounded a man earlier this month, taking a key suspect off the street while keeping most of the case details close to the vest. Detectives identified the man as Samuel Partlow and took him into custody today, but the department did not immediately clarify what, if any, charges he faces.
In a post on its official X account, the department announced that detectives arrested Samuel Partlow, 41, of Baltimore, in connection with a Feb. 18 shooting in the Southern District, according to Baltimore Police. The same post includes a familiar fine print for social media sleuths: the department notes its X account is not monitored 24/7.

Scene and timeline
"On February 18, 2026, at approximately 7:13 p.m., Southern District officers responded to the 700 block of Washington Blvd," the department's media advisory says. The advisory adds that officers found an unidentified male suffering from multiple gunshot wounds, and that the victim was taken to a nearby hospital, where he was listed in stable condition, according to the Baltimore Police Department. Detectives urged anyone with information to contact Southern District shooting detectives at 410-396-2499 or Metro Crime Stoppers at 1-866-7LOCKUP.
Legal proceedings
Police did not list specific charges in the X announcement, leaving it unclear whether the State's Attorney's Office had filed formal counts against Partlow. Typically, an arrest is followed by processing at Central Booking, after which prosecutors decide whether to bring charges and schedule a preliminary hearing. According to the department's advisory, court records and charging documents were not yet available at the time of the post, so the legal picture around the arrest remains incomplete for now.
Local context
The arrest comes as Southern District detectives juggle a string of shootings and robberies this month, including a Feb. 10 incident in which officers arrested a suspect after a robbery-related shooting, as reported by Hoodline. In that earlier case, the victim went to a fire station for help before officers made an arrest, while detectives continued working the file, according to Bicycling Suspect Busted. Police say they are still leaning on residents with video, tips, or firsthand information to come forward and help move these investigations across the finish line.
