
St. Johns County in Florida’s Utility Department has received an Aa1 credit rating from Moody’s Investors Service. The rating upgrades the County’s water and sewer bonds and applies the same Aa1 rating to new bonds issued in 2026, all with a stable outlook.
Neal Shinkre, head of the St. Johns County Utility Department, oversees operations that contributed to the department receiving the Aa1 rating. The rating may help facilitate more efficient funding for infrastructure projects, manage long-term costs, and support the continued delivery of reliable utility services to residents, according to St. Johns County.

The Aa1 credit rating from Moody’s, one level below the agency’s highest, allows the Utility Department to access funding for water, wastewater, and reclaimed water projects more efficiently.
